DIXIE ROLLERS BOWLING LEAGUE RULES

2009 - 2010

 

RULE 1 - SCHEDULE

The Dixie Rollers Bowling League shall be sanctioned with the United States Bowling Congress Through their local association (CAUSBCA). The league shall consist of 20 teams with a playing strength of 4 members. The league will bowl on Monday for 34 weeks commencing August 24, 2009 and ending April 26th 2010. Practice will begin at 6:15 P.M. With bowling to start at 6:30 p.m. sharp. Three games will be bowled each session, with 2 points awarded for each game won and 1 point awarded for series won.

 

Holidays scheduled during the season will consist of September 7, 2009, and Christmas Holiday on December 28, 2009.

 

The season will be divided into 3 thirds with 11 weeks in each third.  Week 34 will be used for a playoff between the winners of each third and a 9-pin no-tap tournament for the remaining teams. Teams are eligible to win only one of the three segments of the season.  Should one team win another third segment of the season, they are disqualified and the winner will be the second place winner of that third. Should the first or second place team of any third result in two teams that are tied for that position, they will have a one game roll off on that night.

 

Position matches will be included in the schedule on weeks 11, 22, and 33.

 

RULE 2 - MANAGEMENT

The management of this league shall be vested in the Board of Directors, which shall include the officers and team captains. League members present at previously announced league meetings shall elect officers and adopt league rules. The Board of Directors shall call a meeting to decide any questions that arise during the season. The league membership shall adapt the league rules and elect officers. At least one officer must be a woman and one must be a man.

 

RULE 3 - FEES

The amount to be paid weekly by regular members is $12.00, of which $9.00 will cover the cost of bowling, with the balance to be placed in the league treasury. Team captains are responsible for the collection of league fees for remittance to the league treasurer.  Bowling sanction fees of $17.00 for both man and women shall be paid no later than the second game of the first night of bowling.

 

The Treasurer has the prerogative at his or her discretion to publish weekly the names of league members with delinquent bowling fees

 

Bowling fees for the last two weeks of the season shall be paid by each member before completion of the fifth week of the schedule.

           

If payment of league fees by a bowler is made by check and that check is returned by the bank, the bowler is responsible for any fees assessed to the league.


 

RULE 4 - SALARIES

Salaries to be paid the Secretary, treasurer or any other offices shall be established by the league members. SALARIES SHALL NOT BE PAID UNTIL THE LEAGUE SECRETARY HAS FURNISHED THE INDIVIDUAL AVERAGES TO THE LOCAL ASSOCIATION EFFECTIVE APRIL 15, 2010. THE PRESIDENT SHALL VERIFY THAT THIS HAS BEEN DONE.  Failure to comply with this or any other duties as may be prescribed by the league Board of Directors  may be cause for removal from office and/or suspension from membership in the USBC.

Salaries for the 2009 - 2010 season shall be:

30 cents per player per week to the Secretary

30 cents per player per week to the Treasurer

 

RULE 5 - LEAGUE FUNDS

An account shall be maintained in the name of the league at First Citizens Bank through Buffaloe Lanes into which funds will be deposited weekly. Withdrawals from the account shall be made only with two signatures; those of the President, Vice-President, and/or the treasurer. THE PRESIDENT SHALL PERSONALLY VERIFY THE MONTHLY BALANCE IN THE LEAGUE BANK ACCOUNT. The bowling center will supply a monthly ststement at the beginning of each month. If the league account is found to have unexplainable shortage, the president must immediately report the shortage directly to USBC and our local association (CAUSBCA) for action by the Bonding Company.

 

RULE 6 - PRIZES

Prior to the start of the schedule the President shall appoint a Prize Committee  of at least 3 members to draw up a prize list which must be distributed within five weeks after the start of the schedule and approved by the membership. To qualify for individual awards, a bowler must have bowled in two-thirds of the scheduled games (66). A bowler or team can qualify for only one special award.  When a bowler or team qualifies for an award in more than one category. The bowler or team will receive the award of the highest value. Scores bowled as a substitute do not qualify for individual awards.

 

RULE 7 - ENTERING AVERAGES

For the first nine games bowled, all bowlers will use their highest 2008 - 2009 book average. Bowlers not included in the CAUSBCA year book shall establish their average in the first three consecutive games bowled on the same evening and have handicap apply for those three games. Thereafter, the handicap will be computed weekly.

 

RULE 8 - HANDICAP

The handicap allowance shall be 90% and shall be based on the difference between each individual’s average and a scratch figure of 200.

 


RULE 9 - TEAM ROSTERS AND LEGAL LINEUP

Captains will turn in rosters of team members to the secretary at the start of the bowling schedule. Rosters will be limited to 4 players. Any roster change must be reported to the league secretary prior to the time the new team member bowls. One player from the team’s current roster plus one substitute must be present to constitute a legal lineup.. Vacancies shall not constitute a legal lineup. In the event of a forfeit, the team present must bowl no less than 40 pins below their team average in each game to get credit for a win. If not a game will be declared a “no game”. Minimum of two team members must be present on weeks 10,11,21,22,32,33 and 34.

 

After a two week period with no notification or reason known for the absence or non-payment for games, the team captain may remove the delinquent member from the roster. Extenuating circumstances will be brought to the attention of the Board of Directors.

 

RULE 10 - SUBSTITUTES

A list of roving substitutes shall be maintained by the league Secretary. No substitute shall be allowed to bowl in a delayed status if he or she bowled earlier on the opposing team. No substitute may bowl with more than one team for the regularly scheduled games each week. Substitutes will not qualify for prizes and individual league awards or trophies. Substitutes are not allowed to bowl the last two weeks of each third (weeks 10 & 11, 21 & 22 and 32 & 33) and in the league championship roll-off unless their average does not exceed the absent bowler’s average by more than 10 pins and that they have an established average in the league, having bowled at least 9 games during the season.

 

Members should notify their Team Captain when they are going to be absent so a substitute can be obtained.

 

RULE 11  - ABSENTEE AND VACANCY SCORES

Absentee scores shall be allowed when a team has a legal lineup, but less than a full line up, at the start of any game in a series. The absentee score shall be the absent member’s average less 10 pin with handicap based on the actual average. A team shall use an absent bowler’s score only three weeks in succession and thereafter revert to a vacancy score of 120.

 

A bowler may use the bowling out provision only if an emergency situation exists.

 

When a team does not have enough players on its roster for a full line up, a vacancy score of 120 shall be used. Such score shall be the basis for the handicap.

 

RULE 12 - POSTPONEMENTS

All league games shall be bowled as scheduled unless they are postponed or pre-bowled by the notification of the opposing team and a league officer. The handicap as of the date the games are bowled shall be used.  All postponements shall be requested at least 48 hours prior to the scheduled time of the match except those granted for emergencies when a team fails to appear for its scheduled match due to reasons beyond its control. Postponed games must be bowled no later than seven days after the date of scheduled completion.

 


RULE 13 - UNOPPOSED BOWLING

If a postponement match cannot be set according to League Rule 12 above, Team bowling unopposed will be allowed by the league, provided the Team Captain of the team that is absent at the proper time notifies the Secretary, President and the opposing team captain prior to the specified time to bowl.. For the second team to bowl scores will be revealed after each game is bowled. Both teams shall qualify for USBC , state and local association awards. When a team bowls against another team or alone, the next frame may be started prior to completion of the previous frame (USBC rule 106B). A bowler should bowl when their name appears on the telemonitor. A league officer or appointed representative who is not a member bowling must be present during unopposed bowling. No individuals shall be granted unopposed bowling.

 

RULE 14 - TARDY PLAYERS

If tardy player shall be permitted to begin bowling from the first frame, provided the match has not progressed beyond the completion of the third frame of each game. An unopposed team which has not been notified of a postponement shall begin play 10 minutes from the time the team takes the lanes over.After the unopposed team bowls beyond the third frame, the game will be declared a forfeit for the absent team. Tardy bowlers arriving after the third frame will be allowed to pace.

 

RULE 15  - PLAYOFFS

To determine the winner of any playoff for first place or any other prize position, total pins in a three game series shall determine the winners (total pins plus handicap). An extra complete 10th frame shall be bowled in the event of a tie at the end of the playoff series.  The league play off will consist of the winners of the three segments of the season and a wild card team which will be determined as the team that has won the most points for the season but did not win one of the three segments. All other team positions shall be determined by overall points won for the entire season. Scores bowled in such playoffs shall not count toward individual or team averages or awards offered by the league. No pre bowl or post-bowl allowed for roll off (week 34).

 

RULE 16 - SPLIT SEASON

At the end of each third, a first place winner will be announced and the wins and losses will start over, but the averages of all bowlers will continue. If there is a tie for first place in any segment, a playoff to break the tie will be held in accordance with rule 1. The first place winners of each segment plus a wild card team, will bowl in a playoff in compliance with rule 15 to decide the league championship.

 

RULE 17 - POSITION STANDINGS

Position standings shall br determined on a percentage basis, provided the League Roster is not filled until after the beginning of the league season.  If all teams are filled at the beginning of the league season, standings shall be determined on a point basis, with two points awarded for each game  one point fora the high team series in each match. Teams post-bowling are allowed to make up weeks 1 and 2.

 

RULE 18 - VACANCY OF LEAGUE OFFICE

Vacancies occurring in office by death, resignation or otherwise shall be filled by the President at his or her discretion, and such persons appointed shall hold office until the end of the season. If the office of President becomes vacant, the league members shall hold an election to fill the vacancy.

 

RULE 19 - ELECTION OF OFFICERS

The league membership present shall elect officers for the coming year within 30 days of the beginning of the league season.

 


RULE 20 - WITHDRAWALS

Any member dropping out forfeits all money and must give two weeks paid notice in writing to the team captain and to the league secretary. Bowlers must pay two weeks’ fees unless replaced by another bowler within that period. If a team withdraws, all money is forfeited. A satisfactory reason for withdrawing must be given along with two weeks’ notice in writing that must be signed by each team member and submitted to the league secretary, along with the two week’ bowling fees. Failure to do so may result in suspension of membership in USBC. Pre-payment weeks will be refunded to the withdrawing member..

 

RULE 21 - MISCELLANEOUS

NO FOOD, DRINKS, VISITORS OR. CHILDREN ALLOWED IN THE BOWLING AREA (BOWLING AREA IS DEFINED AS THE TILE FLOOR AREA)

 

ALL CELL PHONES ARE TO BE ON VIBRATE OR OFF WHILE IN THE BOWLING AREA.

 

RULE 22 - USBC

The Dixie Rollers Bowling League shall comply with all rules as set out by USBC if not covered above.

 

RULE 23 - NO PAY, NO PLAY

The title of this rule is self-explanatory. If you don’t pay your bowling fee you don’t play.

 

RULE 24 - USBC ACHIEVEMENT AWARD

This award shall be determined in the following manner. Compare bowlers’ final average for the current season with his/her first 21 games during the current season in the Dixie Rollers Bowling League. When a tie exists, the winner shall be determined on the basis of the percentage of a full pin.

 

RULE 25 - WEATHER

In the event the regularly scheduled bowling night has to be cancelled due to weather conditions, there will be a league meeting called to determine what course of action to follow regarding making the games up. League officials will determine weather postponement no later than 4:00pm on bowling night.
