2008-2009 Buffaloe North PBA Experience League Rules

 Rule 1.  Schedule

The Buffaloe North PBA Experience Bowling league shall be sanctioned with the USBC through the local Capital Area USBC and Certified as a PBA League.  All bowlers participating in this league must pay or provide proof of payment of the $9.00 Sport Bowling membership dues in addition to all required standard USBC dues. 

The league shall consist of 14 teams with a playing strength of  4 per team. The league will bowl on Tuesday for 34 weeks beginning on August 26th 2008 and ending on April 21th 2008.  With NO Bowling on December 30th, 2008.  All scheduled matches will start promptly at 6:45 pm.  Practice will begin at 6:30 pm.

Rule 2.  Management

The management of this league shall be vested in the board of directors which shall consist of the officers and team captains.  The league membership shall elect officers and the board of directors shall adopt the league rules.  A majority shall constitute a quorum.

Rule 3.  Salaries

The salary to be paid to the Secretary/Treasurer shall be $.25 per person per week. Full payment shall not be authorized until the secretary has furnished to the secretaries of the local association all average sheets requested by them, including the final average sheet.

Rule 4.  Fees

The amount to be paid by each bowler each night shall be $18.00 of which $9.00 will cover the cost of bowling, with the balance to be placed in the league treasury.  No one may be more than 1 week in the arrears.  Anyone more than 1 week behind in league fees will not be eligible to bowl.  The bowling fees for the last 2 weeks shall be paid by each member by the 5th week of the schedule.  This league becomes guaranteed after two weeks of bowling. $8.75 shall be considered prize funds.

Rule 5.  League Funds

An account shall be held in the in-house banking account in which funds will be deposited weekly.  Withdrawals from the account shall be made only with the joint signatures of at least two authorized officers of the league.

Rule 6.  Prizes

The president shall appoint a committee of three members to draw up 3 prize lists.  To qualify for individual awards, a bowler must have bowled in at least two-thirds of the scheduled games (68 games).  The individual awards are as follows; high average male/female, high scratch series, male/female, and high scratch game male/female.  In handicap leagues, special prizes and awards shall be on handicap basis.

Rule 7.  Entering Averages

Bowlers will establish averages after their first complete three (3) game series in this league.  We will use a cumulative average for the entire season.

Rule 8.  Handicap

For individual awards (if applicable) the handicap allowance shall be 95% and shall be based on the difference between each individual’s average and a scratch figure of 210.  The team handicap for each scheduled match shall be 80% of the difference in team averages of those players in the line-up for that match.

Rule 9.  Team Rosters

Captains will turn in rosters of team members to the secretary prior to the start of the schedule.  Rosters will be limited to 4 players.  Any roster change must be reported to the league secretary prior to the new team member bowling.

Rule 10.  Substitutes

A list of roving or floating substitutes will be maintained by the league.   No one may bowl with more than one team for the regularly scheduled games each week.  Subs are permitted to participate in one league session per season without the requirement to purchase Sport Bowling membership. These bowlers are not eligible for Sport Bowling Awards.  Subs must have 12/24 games in order to bowl for position rounds.

Rule 11.  Legal Line-up

A minimum legal line-up must include two bowlers at least 1 player from a team’s current roster and 1 substitute.  Any deviation from this rule will be handled on an individual, case-by-case basis.

Rule 12.  Forfeitures

When a game is declared forfeited, the team present shall bowl as though the game was actually contested.  When a team fails to have a minimum legal line-up, the opposing team must bowl within 50 pins of the current average in order to win points by forfeiture.  Points not won for failing to bowl prescribed score will not be credited to either team.

Rule 13.  Absentee & Vacancy Scores

Absentee scores shall be the absent member’s average less ten pins.  The handicap shall be figured on the actual average of the absentee.  When a team does not have enough players on it’s roster for a full line-up, a vacancy score of 150 shall be used for average, such score minus 10 pins (140) shall be the used as score.

Rule 14.  Postponements

Due to specific lane conditions, pre/post bowling is limited to after league on Tuesday Nights.  Pre/post bowls are to be completed one week before or after the scheduled bowling day.  There will be no Pre/post bowls allowed the last week of each quarter nor the roll off week.

Rule 15.  Bowling Unopposed

Unopposed bowling will be allowed.

Rule 16.  Tardy Players

A bowler who arrives late may enter the game provided three (3) frames have not been completed.  Frames missed may be made up.

Rule 17.  Position Standings

Standings shall be determined on a point basis, with 2 points awarded for each game won and 4 points for the high team series in each match. 

Rule 18.  WITHDRAWALS

Any member or team must give 2 weeks notice (written) to the captain and league secretary.  The bowler must pay 2 weeks fee unless replaced by another bowler within that period. 

Rule 19.  Lane Patterns

The league will use  5 PBA compliant lane patterns in an order of:  Viper (7 weeks), Scorpion (6 weeks), Cheetah (6 weeks), Shark (6 weeks) and Chameleon (7 weeks).

Rule 20.  Use of lanes before competition

On the night of competition there will be no open bowling by league or non-league bowlers, on the leagues assigned lanes once they have been conditioned for sport competition, until official practice begins at 6:30pm.

Rule 21.  Play-Offs

 League will be contested in 2 halves and a playoff series.

Out of the 1st and 2nd half winner, the team with the most points will get the high seed.

The top seed will bowl the lowest overall season points leader that didn’t win a half. 

2nd seed will bowl the highest overall season points leader that didn’t win a half.

Each group will bowl 3 games on the night of the roll offs.

Week 33 will be on the 2007 Masters pattern.

Week 34 will be on the 2008 US Open pattern.

Winners of week 33 bowl each other in week 34 for overall champion.

Losers of week 33 will fall back into position in which they finished season wins.

Should a team win both halves they will have a bye into week 34.

Total points for the match will determine the winners.

Total pin fall with handicap will be the tie breaker.

Total points for the match will determine the league champions.

Total pin fall with handicap will be the tie breaker.

All team positions other than the league champion shall be determined by points won for the season.
