Waiting 4 the Weekend 2008-09
Rule 1. Schedule
The Waiting 4 the Weekend bowling league shall be sanctioned with the USBC through their local association, the Capital Area USBC Association (CAUSBCA). The league shall consist of 22 teams with a playing strength of five (5) per team, with any ratio. The league will bowl on every Wednesday for thirty-five (35) weeks commencing on August 20, 2008 and ending on May 6, 2009. All scheduled matches will start promptly at 6:30pm. Practice starts at 6:15pm. There will be no bowling on the following days: November 26th (Thanksgiving Eve), December 24th (Christmas Eve) and December 31st (New Year’s Eve).
Divisions by average will be made after Week 6 (September 24th) of the season based on the 5-person team average of bowlers that have bowled the first six weeks of the season. If there are two people who have bowled he same amount of games, the higher of the two bowler’s averages will be used in determining the total team average. Rosters should be set at this time as well.
Rule 2. MANAGEMENT
The management of this league shall be vested in the Board of Directors, which shall consist of the officers and team captains. The league membership shall elect officers and the Board of Directors shall adopt the league rules. A majority shall constitute quorum.
Rule 3. SALARIES
The salaries to be paid to the Secretary and Treasurer shall be $.20 each per person per night and shall be paid at the completion of the league schedule. Full payment shall not be authorized until the Secretary has furnished to the Secretary of CAUSBCA all average sheets requested by them, including the final average sheet.
Rule 4. FEES
The amount to be paid by each bowler each night shall be $15.00 of which $9.25 will cover the cost of bowling lineage, with the balance ($5.35 towards prize fund) to be placed in the league treasury. League fees must be paid the night of bowling, if you don’t pay, you don’t bowl. This league is guaranteed. The bowling fees for the last two (2) weeks of bowling shall be paid by each member before the completion of the fourth week (September 10th) of the schedule.
Rule 5. LEAGUE FUNDS
An account shall be opened in the name of the league in Buffaloe Lanes Cary’s in-house banking, in which funds will be deposited weekly. Withdrawals from the account shall be made only with the joint signatures of at least two authorized officers of the league.
Rule 6. PRIZES
The prize list must be approved by and voted upon by each team member within four (4) weeks after the start of the season. To qualify for individual awards, a bowler must have bowled in at least two-thirds of the scheduled games. The individual awards are as follows: high average, most improved average over last year’s average (new bowlers can qualify also), high scratch series and game, high handicap series and game. In handicap leagues, special prizes and awards shall be on handicap basis. Point system payout will end at the conclusion of the 34th week of the season.
The eight team brackets for the playoff weeks will include the winners from each division for the first half, as well as the winners for the second half from each division. There will be a random drawing done for the first night of bracket positioning. The winners will remain in the winners’ bracket and the losers of the matches will stay in the losers’ brackets. In the event of one team winning both halves, then the second (2nd) place team (from the respective division) with the highest total season points will make up the second team from that division for playoff purposes. All issues dealing with playoff questions will be dealt with by the Prize Committee. The Prize Committee will give options on how the last three weeks of the season will be played. RANDOM DRAWINGS FOR WEEK 33 WILL BE DONE AT THE COMPLETION OF WEEK 32 ONCE SECOND HALF WINNERS ARE DETERMINED. All questions regarding the prize list should be directed to the Prize Committee as well, not the Secretary and Treasurer. A list of the Prize Committee will be issued to the league.
Rule 7. ENTERING AVERAGES
Individual averages used to determine total team average will be the individual’s 2007-2008 average at Buffaloe Lanes Cary, with the Waiting 4 the Weekend year ending average taking precedence over the other Buffaloe Cary average. If no Buffaloe Cary average, then the highest 2007-2008 CAUSBCA yearbook average will be used. If none, you can use the 2008 Summer Buffaloe Lanes Cary average. If no Summer average, bowlers can use another association average, but proof must be provided to the Secretary. Bowlers will use this average for nine (9) games after which averages will be recomputed weekly. Bowlers without an average will establish an average in their first complete (3) game series and will change each week thereafter.
Rule 8. HANDICAP
The handicap allowance shall be ninety percent (90%) and shall be based on the difference between each individual’s average and a scratch figure of 220. The team handicap for each scheduled match shall be the total of the individual’s handicaps for the players in the lineup.
Rule 9. TEAM ROSTERS
Captains will turn in rosters of team members to the Secretary prior to the start of the season. Rosters will be limited to seven (7) players. Any roster changes must be reported to the League Secretary prior to the new team member bowling. Rosters must be set by the fourth (4th) week of bowling (September 10th). A rostered member of a team (roster man 6 and 7) can bowl for another team in the league if they are not needed that night by their Rostered Team. It is recommended that said roster member not bowl for a team that is in direct opposition of their regular team for that night.
Rule 10. SUBSTITUTES
A list of roving or floating substitutes shall be maintained by the league. No one may bowl with more than one team for the regularly scheduled matches each week. Non-roster subs will not be allowed to bowl in any position rounds or year-end tournament weeks.
Rostered subs must have an established average with at least nine (9) games before they can bowl the final week of the first half (Week 16) position round of this league. Rostered subs must have an average with at least twenty-one (21) games before they can bowl the last week of the second half (Week 32) position round and the playoffs.
POSITION ROUNDS WILL BE ON WEEKS 8, 16, 24 AND 32.
Rule 11. LEGAL LINEUP
A minimum legal lineup must include at least two (2) regulars from a team’s current roster and one (1) roving sub.
A vacancy counts as a regular member.
Rule 12. FORFEITURES
When a game is declared forfeited, the team present shall bowl as though the game was actually contested. When a team fails to have a minimum legal lineup, the opposing team must bowl within fifty (50) pins of the current scratch average in order to win points by forfeiture. They must bowl 150 pins of team series scratch to earn series point. Points not won for failing to bowl prescribed score will not be credited to either team.
Rule 13. ABSENTEE AND VACANCY SCORES
Absentee score shall be the absent member’s average less ten (10) pins. The handicap shall be figured on the actual average of the absentee. When a team does not have enough players on its roster for a full lineup, a vacancy score of 120 shall be used. Such a score shall be the basis of the handicap.
Rule 14. POSTPONEMENTS
A committee shall be appointed to determine whether there is sufficient cause to grant a postponement. In emergencies, the Captain of the team unable to attend shall notify the opposing team Captain and/or Secretary, Treasurer or President of the league at the earliest opportunity. All requests for postponements shall be filed with the Board of Directors, except those caused by emergencies.
Rule 15. PREBOWLING
No individual can pre/post bowl. A Team may prebowl, but not more than three (3) times during the course of the league season. All make ups must be completed two (2) days before the next scheduled bowling session. No pre/post bowling will be allowed during position rounds or tournament weeks.
Rule 16. TARDY PLAYERS
A bowler who arrives late may enter the game provided four (4) frames have not been completed. Frames missed may be made up.
Rule 17. POSITION STANDINGS
Standings shall be determined on a point basis with two (2) points being awarded for each game won and one (1) point awarded for the high team series with handicap in each match.
Rule 18. WITHDRAWALS
Any member or team must give two weeks notice (in writing) to the Captain and League Secretary. The bowler must pay two (2) weeks fees unless replaced by another bowler within that period. The Board of Directors may refund a member’s fees provided no arrears exist and the replacement bowler has prepaid the final two weeks of bowling. The league will NOT absorb any arrears because of a loss of a team member.
Rule 19. PLAY-OFFS
A total of seven (7) points in a series of three games shall determine the winners of any play-off for first place. There will be a one game roll-off if there is a tie after completion of the first three games.
Rule 20. POSITION WEEKS AND TOURNAMENT WEEKS
Position weeks will be on Weeks 8, 16, 24 and 32. Tournament Nights will be on Weeks 33, 34 and 35. Position rounds will be intra-divisional. The winner of each division in each half will enter the tournament (total of eight teams). If a team wins both halves of their division, then the second place team in that division with the highest total points for the season will be in the tournament (tie breaker will be total season points).
