RULE 1: SCHEDULE
The TGIF Bowling League shall be sanctioned with the United States Bowling Congress through its local associations. The League shall consist of five person teams. The league will commence on September 5, 2008 and will bowl on Friday evenings for 29 weeks. All scheduled matches will start promptly at 6:30pm regardless of the number of members present on each team. Three games will be bowled each session. The Peterson Point System will be used to determine points won and lost each week. The league schedule will be divided into halves; 14 weeks per half. Peterson Points will be reset after each half. The winner of each half will bowl each other on the 29th week of the schedule to determine the league champion. All other teams will bowl an overall position round on the 29th week.
RULE 2: MANAGEMENT
The management of this league shall be vested in the Board of Directors, which shall include the officers and team captains. A majority shall constitute a quorum. The Board of Directors shall call a meeting to decide any questions that may arise during the season. The league membership shall adopt the league rules and elect the league officers. At least one officer must be a woman and one must be a man. (League officers are elected at the end-of-season celebration for the next year).
RULE 3: FEES
The amount to be paid by regular members shall be $ 13.00 of which $ 9.85 will cover the cost of bowling with the balance to be placed into the league treasury. The team captain is responsible for the collection of his/her team’s fees for the remittance to the league treasurer. The bowling fees for the last two weeks shall be paid by each member before completion of the 4th week of the schedule. If payment of league fees by a bowler is made by check and the check is returned by the bank, the bowler will be responsible for a fee of $15.00 for the first check and $ 25.00 for the second check, plus the amount of the check. If a bowler’s check is returned twice, the league will not accept any more checks from said bowler. When a team member returns after an absence, he/she must be paid up including the current week before he/she will be permitted to bowl. GAMES SHALL BE FORFEITED BY ANY TEAM WHOSE TEAM MEMBERS ARE IN ARREARS WITH LEAGUE PAYMENTS GREATER THAN TWO WEEKS. THOSE FEES MUST BE PAID NO LATER THAN THE THIRD WEEK.
RULE 4: GUARANTEED LEAGUE
The TGIF league is a guaranteed league which means the league is responsible for paying to Buffaloe Cary $9.85 weekly for each member no matter if that person bowls or not. This league becomes guaranteed after 3 weeks. All league members must understand if an individual or team drops out of the league after the guarantee has been invoked, the required money will be paid out of the prize fund.
Note: All checks for league fees are made out to TGIF.
RULE 5: WITHDRAWLS
Any member dropping out forfeits all prize money and must give two weeks notice in writing to the League Secretary and the Team Captain. The bowler must pay two weeks fees unless replaced by another bowler within that period. If a team withdraws, all prize money is forfeited. A satisfactory reason for withdrawing must be given along with two weeks notice in writing that must be signed by each team member and submitted to the League Secretary along with two weeks bowling fees. Failure to do so may result in suspension from the USBC.
RULE 6: SALARIES
The salary for the office of Secretary-Treasurer shall be $.35 per night per bowler. The salary shall not be paid until the league secretary has furnished the individual averages to the local association on April 15th, 2008. The President should verify that this has been done. Failure to comply with this or any other duties prescribed by the league’s Board of Directors may be cause for removal from office and/or suspension from the USBC.
RULE 7: LEAGUE FUNDS
The secretary has opted to use in-house banking for this season at Buffaloe Cary in which funds will be deposited weekly. Withdrawals from the account shall be made only with the joint signature of at least two authorized officers of the league. The President shall personally verify the monthly balance in the league house account. If the league account is found to have an unexplainable shortage, the President must immediately report the shortage to the USBC for action by the bonding company.
RULE 8: PRIZES
Prior to the start of the schedule, the President shall appoint a committee of at least three members to draw up a prize list. The prize list must be approved by the Board of Directors and distributed to each team captain within six weeks after the start of the schedule. To qualify for individual prizes, a bowler must have bowled in two-thirds of the scheduled games. A bowler or team can qualify for only one special prize. The special prizes are: High Average, High Scratch Series, High Handicap Series, and High Game for both men and women, along with Most Improved Bowler. Scratch prizes will take precedence over handicap. When a bowler or team qualifies for a prize in each category, the bowler or team will receive the prize of the highest value. Scores bowled as a substitute do not qualify for individual prizes.
RULE 9: ENTERING AVERAGES
Members shall establish an average the first night of competition by bowling three consecutive games in a series (must bowl all three games in the same night) after which handicap shall be applied.
RULE 10: HANDICAP
The handicap allowance shall be 100 percent and shall be based on the difference between each individual’s average and the scratch figure of 200.
RULE 11: TEAM ROSTERS
Captains will turn in rosters of team members to the Secretary the first week at the start of the schedule. Rosters shall be limited to five players. Each team must have at least one member of the opposite sex (4:1). Any roster changes must be reported to the Secretary prior to the time the new team member bowls. New players or substitutes cannot be added to the team’s roster in the final three weeks of the season. A player who has resigned may become a member of any team in the same league later that season provided the written consent of two-thirds of the team captains is obtained.
RULE 12: SUBSTITUTES
A list of roving substitutes shall be maintained by the league. No one may bowl with more than one team for the regularly scheduled games each week. A man can substitute for a woman and a woman can substitute for a man as long as a 4 to 1 ratio is maintained. Substitutes shall be used at the team captain’s discretion and must have an average of at least nine games established to bowl in the last three weeks of each half.
RULE 13: LEGAL LINEUP / TARDY PLAYERS
Both regular and substitute players shall count toward a legal lineup. If a team does not have five bowlers but does have a vacancy, then the vacancy will also count as part of a legal lineup. Two regular members and one substitute or three regular members must be present by the completion of the third frame of each game in a series or the game shall be subject to forfeiture unless an emergency exists. The Board of Directors shall decide if an emergency exists. A bowler who arrives late may enter the game provided three frames have not been completed.
RULE 14: FORFEITURES
When a game is declared a forfeit, the team present shall bowl as though the game was actually contested.
RULE 15: ABSENTEE AND VACANCY SCORES
Absentee scores shall be allowed when a team has a legal lineup but less than a full lineup at the start of any game in a series. The absentee score shall be the absent member’s average less 10 pins with handicap based on the member’s actual average. When a team does not have enough players on its roster for a full lineup, a vacancy score of 120 with a handicap of 80 shall be used. An absentee or ‘Blind’ score can only be used three consecutive weeks. Absentee or ‘’Blind’ scores used must also maintain the 4:1 ratio in the lineup.
RULE 16: POSTPONEMENTS
League games shall be bowled as scheduled unless they are postponed by authorization of the league’s Board of Directors. Games must be bowled prior to the following scheduled week of bowling. The league’s Board of Directors shall determine what shall be sufficient cause to grant a postponement. If a team has a legal lineup, a postponement will not be granted. The handicaps of the date bowled shall be used. All postponements shall be requested at least 48 hours prior to the scheduled time of the match, except those granted for emergencies when a team fails to appear for its scheduled match due to reasons beyond control. In case of inclement weather, the league will bowl if the bowling center is open. Members can contact the bowling center or access the website to verify closing status.
RULE 17: UNOPPOSED BOWLING
Individual pre-bowling is allowed. Games must be bowled within one week of the scheduled match. If a postponement is allowed by the Board of Directors, the second team to bowl shall not see the final recap of the opposing team, nor shall any member of the second team be present while the opposing team is bowling. Doing so will result in forfeiture of games. Scores of the teams not bowling on the regularly scheduled night shall count toward league and individual awards as well as USBC awards. League fees must be paid at the time of a pre-bowl to Buffaloe Lanes. It is the responsibility of the bowler to get a receipt of dues paid.
RULE 18: SPLIT SEASON
At the end of each half, a first-place winner will be announced and the teams’ wins and losses will start over but, bowlers’ averages will continue. If there is a tie for first place in any segment a one game roll-off will be bowled, with total pins with handicap deciding the winner. The first-place winners from each half will bowl for the league championship on week #29. The finishing places for the other teams will be determined by the total wins/losses combined from the first and second halves.
RULE 19: PROTESTS
Any protest affecting eligibility or playing rules must be confirmed in writing to a league officer and then to the local association official no later than 15 days after the series in which the infraction occurred. If no written protest is entered prior to the expiration of the 15 day period, the series must stand as bowled. Protests resulting out of competition in the final 2 weeks of a league’s schedule must be filed within 48 hours of the concluding date of the league’s schedule.
RULE 20: SCORES
In the event that the Bowling Center’s computer system is down, individual scores must be added each frame unless the bowler has a string of strikes. This is the captain’s responsibility and must be enforced.
RULE 21: VACANCY OF LEAGUE OFFICE
Vacancies occurring in league office by death, resignation, etc., shall be filled by the President at his/her discretion and such persons appointed shall hold office until the end of the season. If the office of president becomes vacant, the league members shall hold an election to fill the vacancy.
RULE 22: TALCUM POWDER, PUMICE, RESIN, ETC…
The use of such substances as talcum powder, pumice, resin, etc., on shoes and the use of soft rubber soles and heels that rub off in any manner alter the normal condition of the approach are strictly prohibited.
HOLIDAYS
The TGIF league will not bowl on the following days due to holiday activities.
November 28th, 2008 - Thanksgiving
December 26th, 2008 - Christmas Holiday
January 2nd, 2008 - New Year’s
April 10th, 2008 - Good Friday
If for any reason the league does not bowl on a Friday other than the ones mentioned, the league will bowl on a suitable Sunday to make up the scheduled date or add the date to the end of the season.
