LEAGUE RULES & BYLAWS: SOUTHERN COMFORT MIXED BOWLING LEAGUE

SCHEDULE: Bowling is at Buffaloe Lanes, Cary, on Thursday nights for 33 weeks from 28-Aug-2008 thru 30-April-2009. We will not be bowling on 27-Nov-2008, 25-Dec-2008 & 01-Jan-2009. Lanes are available for warm-up at 6:15 p.m.; league play starts at 6:30 p.m. The League will have 16 teams, and the season will consist of 2 halves (each 16 weeks long) with position night week #16 and week #32. Week #33 tournament/roll-off determines overall league winners.

MANAGEMENT: The management of this league shall be vested in the board of directors, which shall consist of team captains and league officers. A simple majority shall determine all voting. The league officers elected are:

FEES/SALARIES: The amount to be paid by each bowler each night is $12.00, which shall be allocated as follows: $9.25 lineage (to bowling house), $2.45 towards the prize fund, and .30 to be split between secretary & treasurer. This is a guaranteed league, so each team shall be responsible to insure all fees are paid regardless of whether the team was at full strength for any given week (exception: until a team has a full roster, "vacancy" slots don’t have to pay the lineage, but when filled will have to make up unpaid $2.45 for missed weeks ). The last four weeks must be paid in advance and they must be paid by week 16 other wise deemed as 11-DEC-2008. If any bowler is delinquent for more than 4 weeks, the bowler cannot bowl until all delinquent fees are paid in full. Please also let it be known that any payments found to be insufficient (i.e. Check & CC) will result in all future payments handled or processed as cash only transactions. The President AND Treasurer must be consulted and give approval for any exceptions to these rules.

SANCTION: League shall be sanctioned with the CAUSBC through local associations. All bowlers, subs, and pacers must pay the annual sanction fee or else provide proof of a current sanction w/another league; sanction fees are $17 for men and women. REGARDLESS WHETHER ALREADY SANCTIONED THROUGH ANOTHER LEAGUE, ALL REGULAR BOWLERS AND SUBS MUST FILL OUT AND TURN IN A SANCTION CARD WITH THIS LEAGUE.

LEAGUE FUNDS: The league shall open an account through Buffaloe Lanes, Cary, for weekly deposits. Withdrawals can only be made with the joint signatures of at least two authorized officers of the league.

LINEUPS: Team rosters may contain up to 6 players, but only 5 may bowl each week. A member of a 6 team roster cannot sub on another team. Teams must include at least one of each sex on the roster at all times. Roster changes must be reported to the league secretary prior to the new member bowling. A minimum legal line-up is 3 bowlers, which must include at least 2 players from the team’s current roster & 1 sub if necessary.

AVERAGES/HANDICAPS: Individual handicaps will be 210 minus the bowler’s average x 90%. Entering averages will be used as follows:

Returning league Members will use last year’s yearbook average from this league for the first 3 weeks (9 games) bowled. After this, weekly averages will be recalculated on a weekly basis.

New league bowlers & all subs that have an established local yearbook average based on at least 21 games will use their highest listed average for the first three weeks (nine games) bowled, after which time weekly adjustments will be made based on actual scores rolled in this league.

All new league bowlers/subs that do NOT have a local yearbook average with a minimum of 21 games will establish a new average the first 3 games which will then be recalculated weekly. If a bowler does not complete 3 games when setting an initial average, any scores rolled will NOT be used.

SUBS/PACERS: The league maintains a list of substitutes on the weekly standing sheets. A male can sub for a female, and vice versa, as long is there is still at least one person of each sex on the score sheet. No person may bowl with more than one team in the same week. Subs are not allowed on "position nights" or tournament roll-off(s), or during pre-bowling sessions. A PACER may bowl only if the opposing team captain agrees. Members of a 6 team roster may not sub for another team.

ABSENTEE/VACANCY SCORES: Absentee score is the absent member’s average minus 10 points for each game. Until a team member bowls, a vacancy score of 120 (plus a handicap of 81 points) shall be used.

PRE-BOWLING/POSTPONEMENTS: If a team knows in advance that pre-bowling or a postponement of the regularly scheduled match is required, the team captain MUST first notify the opposing team captain to offer them an opportunity to bowl head-to-head; a league officer MUST also be informed prior to reschedules. In a last-minute emergency situation, the captain (or designee) of the team unable to provide the minimum legal line-up MUST notify the opposing team captain and the secretary or president of the league at the earliest possible opportunity. There is no individual pre/post bowling. All make-ups must be completed by the Tuesday prior to the next scheduled match and no team may reschedule more than 3 matches during the season. Pre-bowling scores will be shared and entered into the system before the regularly scheduled league competition starts. Pre-bowling is not allowed on "position nights" or "tournament roll-off nights", unless it has been deemed an emergency situation via the elected board members. Post-bowling is NOT allowed.

WEATHER OR OTHER CATASTROPHIC EMERGENCY: The officers will confer and notify Buffaloe Lanes of Cary management no later then 4:00 PM of the decision to bowl or postpone bowling for that night. Any weeks lost due to an official league postponement will cause the season to be extended on Thursdays beyond April 24th.

FORFEITURES/TARDY BOWLERS: A team must have a legal line-up available to bowl by the starting time of each game. If a legal line-up is not available by starting time, but a member is expected to show, the team captains can start the match. If the 3rd bowler does not arrive before the completion of the third frame by both teams, that game shall be considered a forfeit. (Bowling can continue, with the present bowler’s scores counting towards their individual averages.) Likewise, a tardy bowler shall be allowed to enter the game and make up frames missed as long as both teams have not completed the third frame of that game. In the event of a forfeit, the other team must bowl to earn points; for each game, the team with the legal line-up must bowl within 50 points of their current total team scratch average to win the points. Points not won will not be awarded to the team that forfeits.

VACANCY TEAM: If the league does not have an even number of teams, the team scheduled to bowl the vacancy team will score as follows: For each game, the team must bowl within 50 points of their current total team scratch average to win the points. Points not won will not be awarded to the vacancy team.

POSITION STANDINGS/PLAYOFFS: Standings shall be determined on a point basis, with 2 points awarded for each game won (1 pt each if a tie), and 1 point awarded for the higher team series in each match (1/2 pt each if a tie). Week #33 (tournament), 1st half winner will play the 2nd half winner. If the same team wins both halves, they shall be declared the season winners, and during the roll-off will play the team seeded 2nd overall based on total wins. All other teams will be seeded by total wins for the year (total pins for the season will be used to break any ties for seeding the remaining teams). In the event of a tie for 1st place after the final roll-off (i.e. both teams earn 3 ½ points), a tiebreaker game will immediately follow the regular match to determine the winner. Week # 16 the 1st and 2nd place teams will start on lanes 1 and 2, 2nd and 3rd place teams will be on lanes 3 and 4, etc. Week # 32 1st and 2nd place teams will start on lanes 21 and 22, 2nd and 3rd on lanes 19 and 20, etc. Week #33 (tournament) 1st half team winners will start on lane 1 and 2nd half 1st place team winners will start on lane 2, 1st half 2nd place team winners and 2nd half 2nd place team winners will start on lanes 3 and 4, etc.

PRIZES: The Vice-President shall appoint a committee of two members to work with the treasurer to draw up 2 prize list options to be voted upon by the league on or before week#5. Individual awards shall include both scratch and handicap awards; team awards will also be established. All league awards will be based on scores rolled through week #32 only; week #33 will include special awards based on the roll-off/tournament. To qualify for an individual award, a bowler must have bowled in at least 66 out of 96 of the scheduled games through Week #32. No individual or team may receive more then one of the "non-standings" cash awards.

50/50 RAFFLE TICKETS: The league will also offer weekly 50/50 raffle tickets ($1 each, 3 for $2) to supplement the prize fund. Each week, the team scheduled to bowl in lane# 13 will have the tickets to sell; if there is no team is in lane 13, the tickets will be sold by the team in lane #12, etc. It is the decision of each team whether they want to go to each lane or just announce the location of the tickets. Tickets will not be sold on the first night of bowling and position or tournament nights.

WITHDRAWALS: Any member (or team) must give 2 weeks written notice to the captain & league secretary. The bowler(s) are responsible to pay for those 2 weeks unless replaced within that period. Member’s prepaid fees will be refunded by the board of directors provided no arrears exist & a replacement assumes payment of those weeks. If there are week(s) that there is a vacancy on a team, the new bowler (or team) will be responsible to pay the week(s) vacancy to the prize fund of $2.45 per week vacant.
