Cary Strikers 2008-2009 League Rules

1. ORGANIZATION

The Cary Strikers senior bowling league will be sanctioned with the United States Bowling Congress (USBC) through the Capital Area USBC Association (CAUSBCA). In cases not covered by the league rules, USBC rules will apply. All bowlers, both regular bowlers and substitutes, must be sanctioned.

2. SCHEDULE

The league will consist of 24 teams with a playing strength of 4 persons per team. The league will bowl on Tuesdays for 33 weeks, starting on Sept. 9 and ending on May 12. The league will not bowl on Dec. 23 or Dec. 30. The league will bowl a split season of 16 weeks per half, with the last week of each half being a position round. The 33th and last day of bowling will be a free "Fun Day". Practice will begin at 12:30 pm and matches will start promptly at 12:45 pm. On Jan. 27, to accommodate the Special Olympics, we will begin one hour later at 1:15/1:30.

3. MANAGEMENT

The league will be managed by a board of directors consisting of the officers and the team captains. A majority shall constitute a quorum. Each team will appoint its own team captain. However, only the entire membership shall adopt the league rules and elect officers, with a majority of members constituting a quorum.

4. FEES

Each bowler will pay $8.00 per week, of which $6.00 is the house bowling fee, 20¢ is for the Secretary’s salary, 20¢ is for the Treasurer’s salary, and $1.60 is for the prize fund. The fees for the final two weeks of the season will be paid in advance on the first day of the season. There will be $1.00 charged for the "Fun Day" week, payable on the first day of bowling. During the season, bowlers who are absent will pay the non-bowling portion of the fee ($2.00), whether or not a substitute is obtained. Substitutes will pay only the bowling fee ($6.00). Profits from any 50-50 lottery conducted will be added to the league prize fund.

5. CASH PRIZES

The president will appoint a prize committee of three members to recommend a prize schedule. The prize schedule will be approved by the board of directors no later than the 5th week of the schedule. The prize schedule will include both team and individual prizes, the amounts of which are entirely at the discretion of the board. At least six individual prizes will be awarded: one each for the man and woman with the highest average, the highest scratch game, and the highest handicap series. Additional prizes may be awarded at the board’s discretion. A bowler may receive only one individual prize, which must be the highest dollar value prize for which the bowler qualifies. To be eligible for team or individual prizes, a bowler must have been a paid-up member of the league for at least two-thirds of the season. Both team and individual prizes will be prorated to reflect the percentage of weeks for which the bowler is a paid-up member of the league.

6. INITIAL AVERAGES & HANDICAPS

For first nine games bowled, a bowler’s average will be their book average in this league for the preceding season (or, if new to this league, their highest local league book average in the preceding season). Once nine games have been bowled, the entering average will be ignored and the bowler’s average will be total pins divided by games bowled in this league season. If a bowler does not have a qualifying (21-game) average from the preceding season in this or another local league, their average will be determined retroactively after the first three games bowled rather than after the first nine games.

7. HANDICAPS

The league will use a team handicap method based on the sum of the individual bowler’s handicaps. Individual handicaps will be 100% of the difference between the current average and a scratch score of 200. Averages of 200 or more will not carry a handicap.

8. TEAM ROSTERS

The league secretary will create team rosters before the first week of bowling. After the first week, team captains must report all roster changes to the league secretary prior to bowling with the new roster. Roster changes made in the final two weeks of each half require the prior approval of a majority of the board of directors. If a team roster is less than 4 members, the vacant positions will be scored as vacancies.

9. SUBSTITUTES

The league will maintain a list of floating substitutes. Team captains will assign substitutes as needed, unless a substitute has been prearranged to replace a specific absent bowler. Substitutes will pay the bowling portion of the weekly fee. Substitutes can be of a different gender than the absent bowler. In the final two weeks of each half, and in all playoffs, only substitutes who have bowled nine games or more in this league can be used.

10. FORFEITURES

A legal lineup is one bowler on the current team roster. If a team cannot field a legal lineup, the opposing team will bowl as though the match were actually contested. The opposing team must bowl at least its current average less 10 pins per bowler to win the game points, and its current average less 30 pins per bowler to win the series point. No points will be awarded to the forfeiting team. The same procedure will apply to bowling against a "blind" team.

11. ABSENTEE AND VACANCY SCORING

Absentees will be scored as the absent bowler’s average less ten pins. The handicap will be the actual handicap of the absentee. If the absentee does not have an average, the vacancy score and handicap will be used. An absentee bowler’s score cannot be used for more than three weeks. Thereafter, the absentee must bowl at least three games before their absentee score can be used again. The vacancy score will be 120, with a handicap of 80.

12. PRE AND POST BOWLING

Pre and post bowling is not permitted.

13. TARDY PLAYERS

A bowler who arrives late may enter a game in progress, and bowl the missed frames, at any time before the third frame has been completed by both teams.

14. TEAM STANDINGS

Team standings will be determined on a point basis, with one point awarded for each game won and one point awarded for the total series. In case of a tie game or series, the point will be split. Team standings for each half-season will be determined by total points won in that half-season. Except as provided below for the winners of the two halves, team standings for the full season will be determined by total points won.

15. TIES & PLAYOFFS

Ties will not be resolved except for first place. If two or more teams tie for first place in a half, the winner will be determined by a two-frame roll-off following the position round. If different teams win the two halves, they will compete in a playoff to determine the league championship winner for the full season. The playoff will be a three-game series under the same rules governing regular league play, with the winner determined by total handicap pin fall. If the result is a tie, a two-frame roll-off will be bowled to determine the winner. Scores bowled in playoffs will not count toward individual averages and prizes. The two teams involved will arrange between them a day and time for this playoff, which must be completed before the conclusion of the "fun day".

16. SUNSHINE PERSON

A sunshine person will send cards to bowlers who are sick or in the hospital. Any money left over at the end of the season will be added to the prize fund. The Sunshine Person will be: _Sharon Sents___.
