Cary Elite Scratch League Rules 2008-09

Rule 1. SCHEDULE

The Cary Elite Scratch bowling league shall be sanctioned with the USBC through their local associations. The league shall consist of 8 teams with a playing strength of 4 per team. Each team is responsible for sponsorship fee of $100.00 due by the eighth week of the schedule. The league will bowl on Mondays for 34 weeks commencing on August 25, 2008 and end on April 27, 2009. All scheduled matches will start promptly at 7:00pm. Practice will begin at 6:45pm. There will be no bowling on 12-8-08 and 12-29-08.

Rule 2. MANAGEMENT

The management of this league shall be vested in the board of directors, which shall consist of the officers and team captains. The league membership shall elect officers and the board of directors shall adopt the league rules. A majority shall constitute a quorum.

Rule 3. SALARIES

The salaries to be paid to the secretary-treasurer, shall be 0 per person per night, and shall be paid at the completion of the league schedule. Full payment shall not be authorized until the secretary has furnished to the secretaries of both the men’s and women’s local associations all average sheets requested by them, including the final average sheet.

Rule 4. FEES

The amount to be paid by each bowler each night shall be $20.00 of which $9.25 will cover the cost of bowling, with the balance to be placed in the league treasury. No one in this league may be more than 1 week behind in league fees. This league is guaranteed. The bowling fees for the last 2 weeks shall be paid by each member before completion of the 6th week of the schedule.

Rule 5. LEAGUE FUNDS

An account shall be opened in the name of the league in the Buffaloe Lanes In House Banking, in which funds will be deposited weekly. Withdrawals from the account shall be made only with the joint signatures of at least two authorized officers of the league. There is an extra $1000.00 added to our prize fund this year and this will be awarded to the team that has the most number of games won for the season. If there is a tie, the tie will be broken by total pins.

Rule 6. PRIZES

The president will appoint a prize committee to draw up a prize list. The prize list must be approved by the board of directors and distributed to each team captain within 4 weeks after the start of the schedule. First place shall receive $4000.00 for first place. This league shall have no individual prizes.

Rule 7. ENTERING AVERAGES

The team cap for this league will be 840. Averages used to determine the team cap are as follows: 1 – 07-08 Cary Elite Average, 2 – highest 07-08 Buffaloe Lanes Cary yearbook average, 3 – highest 07-08 yearbook average, 4 – highest last verifiable yearbook average, 5 – highest summer average 2008. If you are having to use a last verifiable yearbook average and your Summer 08 league average is 10 or more pins higher, you shall use your Summer league average. Sport league averages are not to be used unless a bowler has none of the above averages. If a bowler does not have any of the above averages, that bowler shall use a 210.

Rule 8. HANDICAP

The league will bowl scratch.

Rule 9. TEAM ROSTERS

Captains will turn in rosters of team members to the secretary prior to the start of the schedule. Rosters will be limited to 4 players. Any roster changes must be reported to the league secretary prior to the new team member bowling.

Rule 10. SUBSTITUTES

A list of roving or floating substitutes shall be maintained by the league. Teams must still meet the team cap when using subs. The average used shall be the same as entering the league. No one may bowl with more than one team for the regularly scheduled games each week. Subs may not bowl the final week of each quarter or any roll off.

Rule 11. LEGAL LINE-UP

A minimum legal line-up must include at least 2 players from a team’s current roster.

Rule 12. FORFEITURES

When a game is declared forfeited, the team present shall bowl as though the game was actually contested. When a team fails to have a minimum legal line-up, the opposing team must bowl within 40 pins of the current average in order to win points by forfeiture. Points not won for failing to bowl prescribed score will not be credited to either team.

Rule 13. ABSENTEE AND VACANCY SCORES

Absentee score shall be the absent member’s average less ten pins. When a team does not have enough players on its roster for a full line-up a vacancy score of 190 shall be used, but not to exceed the team cap. After three (3) consecutive unpaid, and non-subbed absences a bowler’s score will revert to a vacancy score.

Rule 14. POSTPONEMENTS

A committee shall be appointed to determine what is sufficient cause to grant a postponement. In emergencies, the captain of the team unable to attend shall notify the opposing team captain and/or secretary or president of the league at the earliest opportunity. All request for postponements shall be filed with the board of directors, except those caused by emergencies. A team may not pre-bowl or post bowl more than 3 times during the course of the league schedule. All make-ups must be completed 2 days before the scheduled bowling time.

Rule 15. BOWLING UNOPPOSED

Unopposed bowling will be allowed.

Rule 16. TARDY PLAYERS

A bowler who arrives late may enter the game provided 5 frames of the first game have not been completed. Frames missed may be made up. No pacing will be allowed.

Rule 17. POSITION STANDINGS

Standings shall be determined on a match point basis. Individuals will receive 1 point for each game won against their opponent and 2 points for series won. Teams shall receive 3 points for each game won and 6 points for winning series. Team higher in the standings will enter their lineup first for the night. The first night of bowling the team on the odd number lane will enter its line up first. If each team has the same number of absentees or vacancies, the players present must bowl against each other. Vacancy against Vacancy and absentee vs vacancy the team winning the game gets the point. Absentee vs absentee the bowlers will split the points. Teams bowling against a vacancy team must bowl within 40 pins of team average to win point. Individuals bowling against a vacancy must bowl within 10 pins of their average. The league will bowl in thirds. There will be 11 weeks in each third with a position round on the last night of each third. On the 34th week each of the third winners will compete. There shall be 4 teams in the roll-off, the wild card team or teams shall be the team with the highest number of games won for the season that has not won a third. Teams will be placed by games won for the season. Teams 1 & 4 will compete and teams 2 & 3 will compete. Winners will be determined by points won for that night. The two winners of these matches will compete on the 35th week to determine league champions. The two teams not involved in final roll off will compete for third and fourth positions. All other teams not involved in the roll-off will be lined up according to games won for the season. If there is a tie in games won for the season, total pins will be used to determine placement on play off nights. If one team team wins all three thirds that team shall be declared league champion and a roll off will not be needed.

Rule 18. PAYOUTS

The final league payout will be based on games won for the season. The top 4 teams involved in the roll offs weeks are guaranteed first thru fourth. If there is a tie in games won for the season the two or more positions payout will be divided equally among the teams.

Rule 19. WITHDRAWLS

Any member or team must give 2 weeks notice (written) to the captain and league secretary. The bowler must pay 2 weeks fee unless replaced by another bowler within that period.

Rule 20. PLAY-OFFS

Total points won in a one game roll-off shall determine the winners of any play-off for first place. All other positions will be determined by games won for the season. If there is a tie after the roll-off game, a one game roll-off will be used until a winner is named.
