RULE #1: SCHEDULE
Cary’s Carolina Classic bowling league shall be sanctioned with United States Bowling Congress through the Capital Area USBC Bowling Association (CAUSBCBA). The league shall consist of 12 teams with a bowling strength of five per team. Each team’s gender make up is open. The league will bowl every Thursday evening for thirty-three (33) weeks commencing on August 21, 2008. All scheduled matched will start promptly at 6:30pm, with practice starting at 6:15pm. The league will not bowl on November 27th, December 25th, and January 1, 2009. The league will end on April 23, 2009
.The Board of Directors has the duty to adjust the number and placement of position nights depending on the actual number of teams in the league each year. Lane assignments for position nights shall be as follows for an eight team league:
RULE # 2: POSITION STANDINGS
Position standings will be determined using a thirty-two point system. A single point will be awarded for each individual match per game; one bowls one, two bowls two, etc. That adds up to fifteen of the points for the match. The two teams will bowl for four points each game based on total pins with handicap. That adds up to another twelve points for the match. There will be an additional five points awarded for total pins with handicap in the match. All added together, this totals thirty-two points.
A replacement team will assume the position standing of the team that withdraws from the league.
RULE #3: MANAGEMENT
The management of this league will be vested in the board of directors. The Board will consist of the officers and team captains. The Board of Directors will settle all disputes that may arise within the league. A majority will constitute a quorum. The entire league membership will elect officers at the start-up meeting at the beginning of the season.
League organizational meeting will be held at least one week prior to the first scheduled night of bowling. The constitution and league rules will be adopted at that meeting by a majority vote of the league members present at that meeting.
RULE #4: FEES
The amount to be paid by each bowler each night will be $18.00, of which $9.25 will cover the cost of bowling, with the balance to be placed in the league’s treasury. It is the team captain’s responsibility to see that all weekly fees are paid when they are due. Arrearages will be kept at a minimum. If an individual is more than two weeks in arrears, said bowler will not be able to bowl until said funds are brought within the league rule.
Each team will pay to the Treasurer the last two nights of bowling by the THIRD night of bowling (September 4th). These fees are not refundable should a team withdraw from the league.
Each bowler must pay an USBC sanction fee of $17.00 on the first night that he/she bowls, unless proof is provided that his/her sanction fee has been paid through another league. Checks will be accepted by this league for all fees, with the exception of the last three weeks of the season. All checks returned for insufficient funds, following an initial redeposit, will result in a $25.00 service fee payable to the league, and the loss of check writing privileges to that individual.
RULE #5: SALARIES
The salary of the Secretary/Treasurer will be $600.00 guaranteed for the entire league season. It will be paid at the completion of the bowling schedule unless otherwise authorized by the Board of Directors. Full payment shall not be authorized until the Secretary of CAUSBCA has been given all average sheets requested, including final average sheets.
RULE #6: LEAGUE FUNDS
An account shall be opened in the name of the league by Buffaloe Lanes Cary for in-house banking purposes in which league funds will by deposited weekly. Withdrawals from the account will be made only on the joint signatures of the league President and Treasurer. The President will check the balance at the close of each month and will verify its status to the Board of Directors in writing upon request.
RULE #7: PRIZES
The president will appoint a committee of at least three members to establish monetary values for each award. The prize list must be approved by the Board of Directors and distributed to each team captain within five weeks of the start of the schedule (September 18, 2008). The Prize Committee will consist of Mike Baxter, Richard Menard, and Guy Lindaberry.
To qualify for individual awards, a bowler must have bowled two-thirds of the games for a given time period: i.e., 32 games within a half or 64 games for the full year.
For example, a Prize List may contain prizes for high series and game prizes to be awarded in both scratch and handicap categories; however, a team or individual can qualify for only one award for each half. When a team or individual qualifies for more than one prize of equal value, the following order will be used to determine which prize is awarded:
1st Total points won
2nd High series scratch
3rd High series handicap
4th High game scratch
5th High game handicap
In all cases, the prize of the highest value will be awarded. PLEASE NOTE: HIGH AVERAGE IS SEPARATE FROM 1st AND 2nd HALF INDIVIDUAL AWARDS.
RULE #8: ENTERING AVERAGES
All bowlers will use their highest CAUSBCA yearbook average from the previous season, based on a minimum of 21 games from any Raleigh bowling center. New members without an average last year will use their first three game set to establish an entering average. New members entering the league after the schedule begins will use either their current average or CAUSBCA book average from the previous season, whichever is higher, based on a minimum of 21games.
Bowlers with book averages will hold that average for the first nine games of the season. After said nine games have been completed, their average will adjust accordingly.
RULE #9: HANDICAP
The handicap allowance will be 90% and will be based on the difference between each individual’s average and a figure of 230. The team handicap for each scheduled match will be the total of the individual’s handicaps for the players on the line-up. Handicaps will be based on the entering average as defined in Rule 8 for each member until he/she has bowled at least nine games in this league. Thereafter, handicap will be based on the current average. Bowlers who do not have an entering average as defined in Rule 8 will have their handicap computed on the average of their first three game series competed on the same night. This handicap will be applied to the games of that series and the next series in which they compete. Thereafter, handicap will be based on the current average
.RULE 10: TEAM ROSTERS
Captains will turn in rosters of the team members to the Secretary by the second week of bowling. Rosters will be limited to eight bowlers. Changes to a team’s roster cannot be made in the last three weeks of each half without the approval of the Board of Directors. All eight roster members are allowed to bowl for their team only. There will be no subbing for other teams during the season. A roster member of one team can move to another team if that other team has a roster of less than five bowlers in order to fill that other team’s roster. No team member with less than nine games bowled, or substitute with less than 21 games bowled, will be allowed to bowl in the last week of each half, or in any roll-off games without the approval of the Board of Directors.
RULE 11: SUBSTITUTES
The league will maintain a list of roving or floating substitutes. No one may bowl with more than one team for the regularly scheduled games each week. Substitutes will not qualify for the special total points won, high individual series, high individual game, or high average awards.
RULE 12: LEGAL LINE UP
Only bowlers from a team’s current roster will count toward a legal line-up. A minimum legal line-up of three bowlers must be present by the completion of the third frame of each game. The team that is HIGHER in the standings will enter its line-up first. (The only exception is the first week of bowling when the team on the ODD numbered lane will enter its line-up first). No change may be made to the order of players in the line-up during a series. A substitute must take the replaced bowler’s position in the line-up. When there is an absentee or vacancy, the player will compete against either the absentee or vacancy score, with handicap, to determine the winner of each individual match point. If each team has the same number of absentees and/or vacancies, the players present must be placed in opposition to each other for individual matches and the winning team credited with the points for the absentees/vacancies matches.
If one of two teams has an absentee or vacancy and a player on the opposing team is unable to complete the series, any game in progress and any subsequent games shall be completed with no change in the competing team’s line-up.
RULE #13: FORFEITURES OR BYES
When a game is declared forfeited or the match is a bye, each individual on the present team must bowl no more than 10 pins below their current average to win each match point. In the event you are using a "BLIND" for an absent bowler, that individual match point will be awarded if the team satisfies the criteria for winning the four points for each game. Otherwise, that match point will not be awarded. The present team must bowl no more than 50 pins below its current team average to win the four points for that game. The present team must bowl no more than 150 pins below its three game average to win the five points for total pins. Team average will be defined as the sum of the individual averages for the bowlers that are in the line-up that night. Points not won for failing to bowl the prescribed score will not be credited to either team.
RULE #14: ABSENTEE/VACANCY SCORES
Absentee scores will be allowed when a team has a legal line-up but less than a full line-up after the third frame of any games in the series. The absentee score will be the absent member’s average less ten pins. An absentee score of a bowler without an entering average from the CAUSBCA, see Rule 8, and without a current average for nine or more games will be limited to a maximum of 200. When there are more than five members on a team’s roster, the absentee score of the absent members with the most games bowled will be used. If two absentee scores are needed, the next successive highest number of games will be used. When absent bowlers have the same number of games, the absentee scores will be used in this order: lowest average, next lowest average. When a team does not have enough members with current averages on its roster for a full line-up, a vacancy score of 120 will be used. Handicap for the vacancy score will be 99.
RULE #15: POSTPONEMENTS
A committee of three captains and one league officer, none of whom is on either team involved in the postponement, will be appointed to determine if there is sufficient cause to grant a postponement. If a postponement is granted, the match must be bowled within one week after the scheduled match. In emergencies, the captain of the team unable to attend will notify the Secretary or the President of the league at the earliest opportunity. The President and Secretary, in conjunction with the bowling center management, will make the decision whether or not to postpone bowling due to inclement weather. Team captains should contact the bowling center to be informed of that decision.
RULE #16: BOWLING UNOPPOSED
Teams will be allowed to PREBOWL bowl unopposed. You must notify the opposing team and the Secretary or President of the league in advance of the regularly scheduled match. You are responsible to ensure that a recap and printout are left for the league Secretary. The pre-bowling must be completed within one week after the regularly scheduled night of bowling. Teams present that night to bowl will be able to see the pre-bowl scores after the completion of each game. No scores will be shown ahead of time. The present team can see the line-up order of the pre-bowling team ahead of time in order to set their line-up for the night, but they cannot see their scores.
NOTE: Teams can bowl opposed on the pre-bowl if team captains get together ahead of time to work out the details with the help of the Secretary, President and the bowling center to make sure lanes are available.
RULE #17: TARDY PLAYERS
A bowler who arrives late may enter the game provided three full frames have not been completed. Frames missed may be made up. If a player arrives after the third frame has been completed, the bowler may bowl in his position for practice, (pacer), but an absentee score as defined in Rule 14 will be used for him that game. Teams must begin bowling within two minutes after the color bar appears and proceed with normal pace
.RULE #18: ROLL-OFF
Total pins in a series of three games will determine the winners of any roll-off for first place of each half. An extra complete tenth frame will be bowled in the event of a tie at the end of the roll-off series. Should other money positions end in a tie, prize money for the positions affected will be divided equally among those tied. Scores bowled in the roll-off for the first place of a half will not count toward individual or team averages or special prize awards offered by the league.
RULE #19: SPLIT SEASON
At the end or each half, a first place winner will be named and the wins and losses will start over, but the averages of all bowlers will be continued. If there is a tie for first place in the half, a roll-off will be held in compliance with Rule 18 to break the tie. Team prize money will be equally divided into each half and distributed at the end of the season according to the standings in each half. The determination of the league champion will be as shown in Rule 22.
RULE #20: PRACTICE BOWLING
No practice games will be allowed on any lane once they have been dressed for the start of the league competition.
RULE #21: LEAGUE CHAMPIONS/YEAR END TOURNAMENT
All bowlers participate in the year end singles tournament. Winners are determined by the individual’s total pins, including handicap. The winners of the first half of the season and the winners of the second half will bowl for the title of League Champion on week 33. If the same team wins both halves, they will be declared League Champion without any kind of roll-off. Bowlers in the roll-off will use their highest average of the two halves. If a bowler had a higher average at the conclusion of week 16 than that at the conclusion of week 32, then the higher average from the first half will be used during the roll-off. Total pins, including handicap determine final standings. The remaining teams will draw for lane assignments. The twelve lanes assigned to this league will be broken into two groups of three pairs (6 lanes). (i.e., lanes 17-22 will be group A, and lanes 23-28 will be in group B.) After each game ALL bowlers will move one pair of lanes to the right. Bowlers starting on lanes 19-20 will move to lanes 17-18 for game 2. Bowlers starting game one on 27-28 (B) will move to 23-24 for game 2.
RULE #22: OTHER RULES
Any situation not covered by these league rules will be determined in accordance with existing ABC rules.
